The National Disability Insurance Scheme (NDIS) is an Australian reform that will deliver a national system of disability support focused on the individual needs and choices of people with disability. The NDIS will provide people with disability reasonable and necessary supports to live life their way, achieve their goals and participate in social and economic life.
Transition to a full scheme rollout of the NDIS nationally will be by July 2018.
NDIS legislation was passed through Federal Parliament in March 2013. This established the National Disability Insurance Agency (NDIA) to deliver the scheme.
Under the NDIS, people with disability will make the decisions about their supports, including who will provide them. Funding for disability supports is allocated to each eligible individual, not to a service provider. For most people, the timeframe for moving to the NDIS is a number of years away unless they live in a pilot site.

This Progress Report provides a year two update on progress towards building a world-leading National Disability Insurance Scheme (NDIS). The National Disability Insurance Agency (NDIA) produced its first Progress Report in 2014 and committed to delivering yearly progress updates as the Agency move towards delivering the full scheme. The Progress Report is intended to complement the Agency’s Annual Report, which is tabled in Parliament in September of each year. The report demonstrates the Agency’s commitment to operating as a learning organisation, which means it listens and learns from the experiences of people with a disability and other key stakeholders. This second Progress Report focuses on what the Agency has achieved in the last 12 months and benchmarks how it is tracking against the goals and outcomes identified in the Agency’s Strategic Plan 2013-2016.
